___Le DroitVP est un réseau de citoyens-nes du monde :

   Le DroitVP se veut un réseau relativement informel de citoyens-nes du monde qui partagent l’espoir d’imposer des limites aux actions des gouvernements pour tenter de bloquer des violations massives des droits humains fondamentaux de personnes civiles (populations civiles) et des droits démocratiques des peuples. Comme moyen de promouvoir une plus grande justice pour l’Humanité, le réseau du DroitVP exige le respect des droits humains, du Droit humanitaire international (parfois nommé droit des conflits armés) et de la justice internationale (droit pénal international).

   Ce réseau a comme fonction d’augmenter la coopération entre citoyens-nes du monde et entre organisations non gouvernementales dans leur opposition aux Crimes contre l’Humanité et à l’impunité des responsables de ces crimes. Les moyens principaux utilisés par le DroitVP sont :

a) le partage d’information crédible et de qualité
    dans un esprit de journalisme civique et indépendant ;

b) la prise de position commune, lorsque possible sur le Forum électronique,
et affichée sur le site internet du DroitVP ;

et c) la concertation dans le but de proposer des gestes non violents soit
de protestation ou soit de promotion d’une justice mondiale.

___Le Forum du DroitVP - Comment facilement participer aux décisions :

Les décisions pour ce réseau se prennent sur le Forum électronique du DroitVP. C’est donc par courriel que les divers groupes et individus vont pouvoir déterminer s’ils ont ou veulent une position commune vis-à-vis une situation donnée, si une information est jugée crédible et vérifiable, etc. Ainsi, tout individu peut participer aisément et démocratiquement aux décisions de ce réseau ! Tous les membres (abonnés au forum) peuvent proposer des informations et des campagnes.

___Membership du DroitVP :

Toute personne abonnée au Forum électronique du DroitVP, à titre individuel ou en tant que représentant-e d’un groupe/organisation, est considérée membre du réseau DroitVP.
Note: Tous les membres (celles et ceux abonnés au Forum) reçoivent automatiquement le Bulletin électronique du DroitVP. La liste des courriels abonnés Bulletin du DroitVP est confidentielle, n’est jamais partagée et les courriels n’apparaissent pas dans le Bulletin.

___Groupes ou associations membres :

Les groupes ou associations membres du réseau DroitVP sont totalement indépendants et donc aucunement liés aux décisions du réseau mais, évidemment, s’ils font des actions au nom du DroitVP ou s’ils portent le nom DroitVP, certaines limites s’appliquent (voir ci-dessous).

___Groupes locaux portant le nom DroitVP :

Tout regroupement de personnes qui ...

- adhèrent aux objectifs du DroitVP,
- acceptent de communiquer sur le Forum électronique leurs campagnes locales
- et acceptent de suivre les limites possibles que pourraient imposer démo-cratiquement les membres sur le Forum (officialisées par le modérateur-trice /coordonnateur-trice),

___Action au nom du DroitVP :

Seule une action dans le cadre d’une campagne ou d’une position approuvée officiellement par le DroitVP, c’est-à-dire une campagne officialisée par le/la modérateur-trice/coordonnateur-trice suite à l’acceptation des membres, peut être fait au nom du DroitVP. Évidemment, toute action au nom du DroitVP doit aussi respectée la Charte du DroitVP.

___Le modérateur-trice du Forum - Coordonnateur-trice :

Michaël Lessard est le coordonnateur du DroitVP_International en 2002 et modérateur du Forum électronique du DroitVP. Ce rôle peut être transféré à une autre personne par un vote démocratique des membres.

Responsabilités minimales :

• Assurer la bonne gestion non lucrative du DroitVP_International dont le maintien d’une structure démocratique.

• Assurer le respect de la Charte du DroitVP et de ses objectifs et que la structure (Protocole) du réseau aide l’atteinte des objectifs du DroitVP. Proposer aux membres des changements si nécessaire pour améliorer le fonctionnement.

• Compiler les réactions des membres face aux informations et aux campagnes proposées sur le Forum et de demander clairement un vote lorsque nécessaire.

• Est aussi le webmestre du site micles.biz/droitvp sur lequel il faut afficher les informations et les campagnes endossées démocratiquement par les membres du DroitVP.

• Avec le support des membres, peut désabonner du Forum électronique une personne qui s’est révélée être un faux-membre, c’est-à-dire abonnée dans le but de faire du trouble et de nuire au DroitVP de l’intérieur. Toujours avec le support des membres, le ou la coordonnateur-trice peut aussi exclure une personne qui insulte sciemment un ou plusieurs autres membres.

Au-delà des responsabilités minimales, le/la coordonnateur-trice devrait être aussi un membre actif pour les campagnes et travailler à faire connaître le DroitVP.

___Processus démocratique sur le Forum du DroitVP :

   Le ou la coordinateur-trice doit garantir un processus démocratique adéquat sur le Forum. Il s’agira généralement de s’assurer que les participants-es ont pu s’exprimer et ensuite de proposer une position commune lorsque possible.

• L’ajout d’information ou d’un article sur le site internet :
     Il est préférable de demander aux membres du Forum si les informations ou l’article en question leur semblent
i) suffisamment crédibles et basées sur des données assez fiables
et ii) assez représentatives des objectifs et valeurs associés au réseau du DroitVP.

   Toutefois, le ou la coordinateur-trice, en tant que webmestre, peut ajouter des informations ou articles sans toujours consulter s’il/elle juge que ceux-ci sont clairement en lignes avec les positions du réseau. Évidemment, les participants-es peuvent contester la validité ou la pertinence d’une information/article placé sur le site.

• Propositions fondamentales :

Lorsqu'une proposition d'un membre du Forum du DroitVP apporterait un changement ou un ajout fondamental (Ex.: une nouvelle orientation ou position ; un nouveau thème sur le site ; un changement dans la Charte/Protocole, etc.), on nomme celle-ci une proposition fondamentale et le ou la coordinateur-trice doit respecter le processus démocratique explicité ci-dessous :

i) laisser au moins trois jours de temps pour que les membres du Forum aient eu le temps de prendre connaissance de ladite proposition ;

ii) qu'ensuite le ou la coordinateur-trice résume ce qui s'est dit sur le Forum concernant ladite proposition fondamentale ;

iii) le ou la coordinateur-trice doit demander aux membres de voter selon les quatre options suivantes (en choisir une) :

- EN DISCUSSION : Vous estimez que la proposition exige davantage de discussion, vous n'êtes pas prêt à voter, etc. Votez En Discussion aussi si vous voulez proposer un amendement (une modification à la proposition).

- ACCORD ou DÉSACCORD : Étant donné que le ou la coordinateur-trice compile uniquement les réponses, il est important de voter si vous avez une préférence ou
une position à exprimer.

- ABSTENTION : En fait, il suffit de ne pas répondre (le ou la coordinateur-trice compile uniquement les réponses).

iv) laisser au moins trois autres jours de temps aux membres pour voter selon les options ci-dessus ;
Note: Évidemment, ensuite le ou la coordinateur-trice résume les résultats sur le Forum.

v) doit retarder le résultat final si au moins deux membres ont voté EN DISCUSSION (pendant le trois jours de vote) ;

et vi) les membres peuvent exiger de refaire le vote s'il y a discussion-débat vis-à-vis du même sujet.

___Insigne du DroitVP (ou emblème; badge) :

Peu importe les variations possibles, un insigne officiel du DroitVP doit inclure un cercle dont le fond est uniquement bleu et dans lequel on peut lire le mot « Vie », dans une langue de votre choix*, écrit nécessairement en lettres de couleur blanche. S’il y a d’autres mots ajoutés, ceux-ci doivent être écrits autour de l’insigne et non à l’intérieur du cercle.

___The DroitVP is a network of citizens of the world :

   The DroitVP is intended to be a relatively informal network of citizens of the world who share the hope of imposing limits to the actions of governments in order to try and block massive violations of the fundamental human rights of civilian people (civilian populations) and of the democratic rights of peoples (nations). As a medium to promote a greater justice for Humanity, the DroitVP network demands the respect of human rights, of the International Humanitarian Laws (sometimes named Law of armed conflicts) and of international justice (International Criminal Law).

   The function of this network is to increase cooperation between citizens of the world and between non governmental organisations in their opposition to Crimes against Humanity and the impunity of those responsible for these crimes. The main means used by the DroitVP are :

a) sharing credible and quality information
     in a spirit of civic and independent journalism ;

b) taking a common stand or position, when possible on the Electronic Forum,
and posting our position on the DroitVP’s web site ;

and c) discussion to propose concerted non violent actions of protestation and/or
promoting greater world justice.

___The DroitVP Forum - How to easily participate in the decision-making :

Decisions for this network are taken on the DroitVP's Electronic Forum. It is therefore by eMail that divers groups and individuals will be able to determine if they have or want a common position towards a particular situation, if an information is judged credible and verifiable, etc. Hence, any individual can easily and democratically participate in the network's decisions ! All members (subscribed to the Forum) can propose information and campaigns.

___DroitVP Membership :

Any person subscribed to the DroitVP's Electronic Forum, on an individual basis or as representative of any group/organisation, is considered a member of the DroitVP network.
Note: All members (subscribed to the Forum) automatically receive the DroitVP'S electronic Bulletin. The list of e-mail addresses subscribed to the DroitVP Bulletin is confidential, is never shared and the e-mail addresses to not appear in the Bulletin.

___Member groups or associations :

Groups and associations who are members of the DroitVP network are totally independent and in no way bound by the network's decisions but, of course, if they do actions in the name of the DroitVP or if they name themselves DroitVP, some limits apply (see below).

___Local groups named DroitVP :

Any group of people who...
- endorse the DroitVP's objectives,
- accept to communicate on the Forum their local campaigns
- and accept to follow possible limits that could be imposed democratically by the members on the Forum (made official by the moderator/coordinator).

___Action in the name of the DroitVP :

Only an action done in accordance with an officially approved DroitVP campaign or in line with an officially approved DroitVP position, that is to say a campaign or position made official by the moderator/coordinator following the acceptation of the members, can be done in the name of the DroitVP. Of course, any action done in the name of the DroitVP must also respect the DroitVP's Charter.

___The Forum's moderator - Coordinator :

Michaël Lessard is the coordinator of the DroitVP_International for 2001 and moderator for the Forum. This role can be transferred to another person by a democratic vote from the members.

Minimal responsibilities :

• Ensure the not-for-profit and good management of the DroitVP_International such as the maintenance of a democratic structure.

• Ensure the respect of the DroitVP's Charter and objectives and that the network's structure (Protocol) is helpful for the fulfilment of the DroitVP's objectives. Propose to the members changes that could improve the structure if necessary.

• Compile the members' reactions towards information and campaigns proposed on the Forum and ask for a clear vote when necessary.

• Is also the webmaster of the micles.biz/droitvp web site and must post on this web site the information and campaigns democratically endorsed by the DroitVP members.

• With the members' support, can unsubscribe a person from the Electronic Forum if she is shown to be a false-member, that is to say subscribed for the purpose of causing trouble and/or to perturb the DroitVP from within. Again with the members' support, can also exclude someone who consciously insults one or many other members.

Beyond these minimal responsibilities, the coordinator should also be an active member for the campaigns and work towards making the DroitVP known.

___Democratic process on the DroitVP Forum :

The coordinator must assure an adequate democratic process on the Forum. In general, this implies making sure that the participants truly had the chance to express themselves and, afterwards, proposing a common position when possible.

• Adding information or an article on the web site :

It is preferable to ask Forum members if they feel that the information or article is
i) sufficiently credible and based on reliable data ;
and ii) is sufficiently representive of the goals and values associated with the DroitVP network.

Yet, the coordinator, as webmaster, can add information or articles without always asking the Forum if he/she judges that these are clearly in line with the network’s positions. Of course, participants may contest the validity or relevance of the information/article posted on the web site.

• Fundamental Propositions :

When a member of the DroitVP Forum proposes a fundamental change or addition (i.e. a new orientation or position ; a new theme on the web site ; a change to the Charter/Protocol, etc.), it is named a Fundamental Proposition and the coordinator must then respect the following democratic process described below :

i) allow at least three days time for members of the Forum to take note of the proposal ;

ii) then the coordinator summarises what has been discussed on the Forum about the fundamental proposal ;

iii) the coordinator must ask members to vote according to the four options below (they choose one) :

- IN DISCUSSION : You feel this proposal needs more discussion, you are not ready to vote, etc. Vote In Discussion also if you wish to add an amendment (a modification to the proposal).

- AGREE or DISAGREE : Since the coordinator only compiles responses, it is important to vote if you have a preference or a position to express.

- ABSTENTION : In fact, you simply need not to respond (the coordinator only compiles responses).

iv) allow at least three other days for members to vote according to the options stated above ;
Note: Obviously, then the coordinator summarises the results on the Forum.

v) must delay the final result if at least two members voted In Discussion (within the three days to vote) ;

and vi) members may demand that the vote be done over again if there are discussions-debates about the same subject.

___DroitVP insignia (or badge) :

No matter the variations possible, an official DroitVP insignia must include a circle only filled by a blue background which contains the word « Life », in any tongue of your choice*, written in white letters. If other words are added, they must be written around the insignia and not within the circle.
