NOUVELLES DE LA CAMPAGNE CONTRE LES SANCTIONS
Vous êtes sans doute au courant des développements récents: les démissions très lourdes de signification de M. Hans von Sponeck, coordonnateur du programme humanitaire des Nations-Unies en Irak, ET de Mme Jutta Burghardt, responsable à Bagdad du Programme Alimentaire Mondial (PAM).
NOTONS ÉGALEMENT:
La résolution du Bloc Québécois (Parti au parlement fédéral) adoptée à son congrès national de
janvier 2000 :
"Que le Bloc Québécois, ses militantes et ses militants, réclament de la part du Canada qu'il fasse pression auprès du Conseil de sécurité des Nations-Unies pour la levée des sanctions en Irak, qui pénalisent la population".
La campagne d'action sur l'Irak d'Amnistie Internationale lancée dans leur bulletin 'Agir' (au Québec) du mois de mars. Jusqu'à tout récemment, AI se contentait de publier des rapports sur les violations des droits humains par le gouvernement irakien... Même si leur prise de position est encore bien en deça d'une condamnation pure et simple des sanctions génocidaires imposées par le Conseil de sécurité, la lettre qu'AI invite ses membres à envoyer au ministre Axworthy dit tout de même: "Il me parait donc important que le Canada se porte à la défense de la population civile de l'Irak, en faisant valoir que la situation actuelle constitue une véritable négation des droits économiques et sociaux de la population".REMARQUE :
Ces deux énoncés du Bloc Québécois et d'AI restent totalement silencieux sur la position du Canada, PENDANT LES 9 DERNIéRES ANNÉES, en regard des sanctions et des bombardements contre l'Irak...
La récente prise de position de l'Église orthodoxe du Canada, dont l'archevêque Lazar Puhalo déclarait le 15/2/2000 :
"Je voudrais exprimer notre horreur sans borne devant l'acte de génocide prémédité qui est actuellement perpétré contre la population civile irakienne par le gouvernement des États-Unis d'Amérique et ses complices volontaires au sein du gouvernement canadien" (notre traduction).
Les nombreuses entrevues données par des membres de la délégation [de citoyen-nes québécois et canadiens] depuis leur retour, les nombreux articles dans les quotidiens, dont la série de Pierre Foglia dans La Presse et l'article de Svend Robinson dans le Globe &
Mail, d'autres articles dans des journaux communautaires, etc. De plus,
les membres de la délégation ont été et sont encore sollicités pour
plusieurs conférences et causeries dans leurs milieux respectifs et à
l'extérieur. La délégation prépare en ce moment un rapport étoffé sur
l'impact des sanctions et ses observations en Irak. Il devrait être
disponible bientôt.
Aujourd'hui, le 3 mars, OCVC [groupe anti-sanctions de Montréal] participe à une table ronde à Ottawa dans le cadre des consultations du Ministère des Affaires Étrangères et du Commerce International sur la situation des droits humains dans divers pays, dont l'Irak. Par ailleurs, le 14 mars, des audiences du Comité parlementaire
permanent sur les affaires étrangères et le commerce international se tiendront. OCVC y participera aussi, en compagnie d'autres membres de la délégation et d'autres activistes anti-sanctions au Canada.
Quelques organismes nous demandent actuellement des cartes postales d'OCVC «Arrêtons le génocide» adressées au ministre canadien des affaires extérieures Lloyd Axworthy pour envoyer à tous leurs membres. Il s'agit
d'un développement potentiellement important, car la sensibilisation sur la
catastrophe humanitaire en Irak et nos responsabilités à cet égard doit
bien sûr atteindre les représentantEs d'organismes mais également dépasser
ce stade pour atteindre la base même de ces organismes, i.e. chacunE de
leurs membres.
NEWS FROM THE CAMPAIGN AGAINST SANCTIONS
You are probably aware of recent developments: the very significant
resignations of Mr. Hans von Sponeck, coordinator of the United Nations
humanitarian program in Iraq, and of Mrs. Jutta Burghardt, head of the
World Food Programme (WFP) in Baghdad.
ALSO CONSIDER THE FOLLOWING :
The 'Bloc Québécois' [Party in the Federal Parliament] resolution, adopted at its recent National
Convention in January 2000 :
"That the Bloc Québécois, and its militants, demand that Canada pressure
the United Nations Security Council to lift the sanctions against Iraq
which are inflicting harm on the population" (our translation).
Amnisty International's French Canadian Section's action campaign on Iraq launched in its 'Agir' bulletin (in Quebec) of March 2000. Until recently, AI had only published reports on human rights violations by the Iraqi government... Even if their present position remains far from a pure and simple condemnation of the genocidal sanctions imposed by the Security Council, AI's bulletin invites its members to write a letter to Minister Axworthy which states : "Hence it is important that Canada defend the civilian population of Iraq, by expressing that the current situation constitutes an outright negation of the population's economic and social rights" (our translation).COMMENT :
Both the Bloc Quebecois and AI's statements remain totally silent on the position of Canada FOR THE PAST 9 YEARS, in relation to the sanctions and the bombings against Iraq...
The recent statement of the Orthodox Church of Canada, with Archbishop
Lazar Puhalo declaring on 15/2/2000 :
"I wish to express our unbounded
horror at the ongoing act of premeditated genocide being carried out
against the innocent civilian population of Iraq by the Government of the
United States of America and its willing accomplices in the Canadian
Government."
The many interviews given by members of the delegation to Iraq since
their return, the many articles published in the dailies -among which the
series by Pierre Foglia in La Presse and Svend Robinson's article in the
Globe & Mail- , other articles in community media, etc. Moreover, members
of the delegation have been and are still asked to give talks and lectures
in their own networks and outside. The delegation is currently preparing a
lenghty report on the impact of sanctions and their observations in Iraq.
It should soon be available.
Today, March 3rd, OCVC (Objection de Conscience/Voices of Conscience: Montreal anti-sanctions group) is participating in a round-table discussion in Ottawa within the framework of annual consultations of the Department of Foreigh Affairs and International Trade on the situation of human rights in various countries, including Iraq. On the other hand, on March 14, the Parliament's Standing Committee on Foreign Affairs and International Trade
(SCFAIT) will be holding hearings on Iraq. OCVC will participate, along
with other members of the delegation and other anti-sanctions activists in
Canada.
Some organisations have recently asked us for our "Stop the Genocide"
postcards to Canadian Foreign Affairs Minister Lloyd Axworthy, for a
mail-out to their members. We hope this is the beginning of a major
development. Awareness raising on the humanitarian catastrophe in Iraq and
our responsabilities in this regard should of course reach the
spokespersons and staff of organisations, but should also move beyond this
stage to reach the grass-roots of these organisations i.e. their individual
members.
